Introduction

The Fifth General Conference of the Bishops of Latin America and the Caribbean met in May 2007. One purpose of the conference was to find significant ways that parishes can fulfill the mission of encouraging baptized Catholics to become faithful as believers in Jesus Christ and to proclaim the Gospel to unbelievers. It was stated that the parish must remain the cornerstone of the church.

Over twenty years ago, Padre Navarro developed a system for parish evangelism and making disciples. These efforts included the development of training programs that have been offered consistently to implement the plan. This program has attracted broad support in Latin America. Parishes in every country in the western hemisphere are currently implementing the Sine evangelism plan.

At the general conference, Pope Benedict and all of the attending Bishops were provided two documents related to the Sine process and plan. These documents on the Sine process and plans became part of the official conference documents. These documents are consistent with other official documents. The numbers that precede many paragraphs in the documents refer to these official church documents that include Evangelii Nuntiandi; Catechesi Trendae; Christifideles Laici; Redemptoris Missio; Dialogo & Anunicio Santo Domingo; and the Dialogo & Anuncio Aparecida of May 2007.

The documents comprise one of the most comprehensive statements of what the mission of evangelism and making disciples includes. These documents are backed by over twenty years of experience with this program described.
